PURPOSE: To provide a pneumatic rotary actuator provided with a low-cost cushioning mechanism achieving compactness and simple structure. CONSTITUTION: Gas discharge ports 79, 80 to discharge cushioning air are provided to be closer to a stroke end than openings 67, 68 of ports 63, 64 in a cylinder tube 60, check valves 81, 85 and speed regulating means 65, 66 are provided in parallel between the gas discharge ports 79, 80 and the ports 63, 64, and piston packings 75, 76 are provided on an outer circumferential surface of a piston 61a at a position where the openings 67, 68 of the ports 63, 64 are not exceeded when the piston 61a reaches a stroke end, and at a position where the openings 67, 68 are exceeded, but not the gas discharge ports 79, 80.
