PROBLEM TO BE SOLVED: To obtain a foaming enhancer and a cleaning composition excellent in formulating stability and in producing foam in the presence of oil stains under neutral to usably acidic circumstances. SOLUTION: The foaming enhancer is a quaternary diamine compound represented by general formula (I) and the cleaning composition contains the same [wherein R1 is a 2-10C alkylene group; R2 and R3 are each a hydrogen atom, a 1-6C alkyl group, or a 1-3C hydroxyalkyl group; A is NR4-CO-R5, CO- NR4-R5, COO-R5, or OCO-R5 (wherein R4 is a 1-3C alkyl group and R5 is a 1-6C alkylene group; (n) is 0 or 1; B is a carboxyalkyl group, a sulfoalkyl group which may be replaced with hydroxy group, or oxygen atom].
