PROBLEM TO BE SOLVED: To make distributable an image at a low cost. SOLUTION: Prescribed image data for distribution are generated and sent by a receiving dealer, a distributing dealer detects a channel, where an excessive component is generated in a previously assigned data transfer quantity per unit time, out of plural channels for broadcasting prescribed data to a satellite, the image data for distribution sent from the receiving dealer are distributed while being assigned to the excessive component of the relevant detected channel and in this case, electronic charging processing is applied to the distribution of the image data for distribution by the charging dealer. Thus, since the image data for distribution are distributed while utilizing the excessive component in the data transfer quantity per unit time previously assigned to the channel, the transmission cost of the image data for distribution can be remarkably reduced so that the image can be distributed at a low cost. |
