PROBLEM TO BE SOLVED: To provide a semiconductor device and an on-vehicle machine for automatic toll collection system whose occupancy area in a memory map is reduced. SOLUTION: This semiconductor device is provided with a CPU and a memory section having a non-volatile memory cell array in which cells are arrange in a matrix state. In the non-volatile memory cell array, plural memory cells arranged with the number pf bytes of integral multiple of a erasion unit are allocated as one page in one column in the traverse direction, and a number in a page is allocated to each of memory cells in the page. When accessing this memory cell, the memory cell can be accessed by specifying the page number and the number in the page.
