PROBLEM TO BE SOLVED: To provide a ground heating device and a ground heating method capable of properly heating the objective ground when heating the ground to be heated in a short time. SOLUTION: This ground heating device is provided with a radiating pipe 42 buried in a road to heat the road, a forced circulation closed circuit K partially having the radiating pipe 42, a radiation side antifreeze solution 30 circulated in the closed circuit K, heaters 38a, 38b heating the antifreeze solution 30 at variable heating quantities, a natural circulation closed circuit C transferring the heat of the heat storage material 21 arranged in a container body 20 to a storage container 28 via a heat storage side antifreeze solution 22, and a solenoid valve 29 intermittently circulating the heat storage side antifreeze solution 22 in the closed circuit C. Part of the forced circulation closed circuit K is arranged in the storage container 28, and the heat storage side antifreeze solution 22 in the storage container 28 is heat-exchanged with the radiation side antifreeze solution 30. When the road is to be quickly heated, the heat storage side antifreeze solution 22 is circulated in the natural circulation closed circuit C, and the heating quantities of the heaters 38a, 38b are maximized.
