DETECTING AND TRACKING DEVICE FOR MOVING BODY IN MOVING PICTURE

PROBLEM TO BE SOLVED: To provide a moving body detecting and tracking device which can detect and track a moving body fast with high precision by using compressed encoded data themselves or information obtained by decoding only part of the data. SOLUTION: A variable-length decoding part 1 partially decodes the inputted compressed encoded data of a moving picture. A detection object setting part 2 inputs encoded mode information (p) from the variable-length decoding part 1 and movement prediction position information (q) on an area from an area movement prediction part 4 and outputs detection object block position information (r). A movement area detecting process part 3 detects whether or not a set detection processing object block is in the movement area according to encoded mode information (p) of a current frame, prediction error information (a), and movement prediction information (b). The detection result is temporarily stored in a detection result memory 5 and sent to the area movement prediction part 4. The movement prediction part 4 predicts the movement of the whole movement area and outputs the movement prediction position information (q) on the area.
