PROBLEM TO BE SOLVED: To provide a damper device for generating no resistance to vibration in a direction of the outside of wide planes of resistance plates and so causing no deterioration of the base isolation function of a base isolalion building in this direction and offering simple mounting construction, favorable applicability to a thin wall and vibration damping in a vertical direction, and to provide buildings including the base isolation building, and a wall as a seismic control wall using the damper device. SOLUTION: The damper device 1 comprises a container 3 containing a viscose material 2, two resistance plates 4, 5 arranged in the viscose material 2 in the container 3 at a space to the container 3, sliding bodies 6 fixed to the resistance plates 4, 5, respectively, and arranged between the container 3 and each of the resistance plates 4, 5 while maintaining a space between the container 3 and each of the resistance plates 4, 5 and contacting the container 3 in a slidable manner, supporting means 8 for supporting the container 3 to be movable in parallel to a direction A of the outsides of wide planes 7 of the resistance plates 4, 5, and guide means 9 for guiding the container to be moved to the direction A of the outsides of the wide planes.
