PROBLEM TO BE SOLVED: To provide a shock absorber capable of efficiently absorbing impact force and to provide a protective fence with the shock absorber capable of reliably catching falling rocks, a debris flow, or an avalanche of earth and rocks by efficiently absorbing the shock force. SOLUTION: A pair of shock absorber components 2, 3 applied with a tensile load are provide, and the shock absorber components are superimposed relatively movably in the applying direction of the tensile load. One shock absorber component is provided with buffer rods 4 along the direction perpendicular to the applying direction of the tensile load, and the other shock absorber component is provided with a breaking member 5 breaking the buffer rods by colliding with them when the tensile load is applied to both shock absorber components.
