SOLUTION: A revolving speed detector 80 is provided on a stirring hydraulic motor 28 driving a paddle mixer 21, the height of the sediment transferred in the mixing container 20 is measured by ultrasonic sensors 81 provided at three positions between a sediment insertion hopper 40 and a feeder 69, and their signals are transmitted to a controller 82 to measure the transfer quantity of the sediment in the mixing container 20. A mixing ratio setting means 83 is connected to the controller 82 to set the mixing ratio of the sediment and the soil improving material. The revolving speed of the rotary shaft 70 of the feeder 69 by the electric motor 76 of a soil improving material feeding means 5 is controlled based on the transfer quantity of the sediment calculated by the controller 82 and its mixing ratio, and the feed quantity of the soil improving material to the mixing container 20 is adjusted in accordance with the transfer quantity of sediment to keep the mixing ratio constant.
