HAND-OVER CONTROL METHOD AND SYSTEM

PROBLEM TO BE SOLVED: To provide a hand-over system which permits hand-over of a mobile station communicating with a wireless base station in a congestion state in order to ensure the quality of the communication service desired by a user when the wireless base station reaches the congestion state. SOLUTION: This invention provides the hand-over control method and system where a mobile station selects a wireless base station being a communication opposite part of the mobile station. The method and system detects that any of mobile stations in communications with a wireless base station cannot keep communications in a state of ensuring a predetermined minimum band and changes the wireless base station being the communication opposite party of the mobile station to another wireless base station.
