PROBLEM TO BE SOLVED: To provide a subscriber line terminator SLT that can suppress vibration in a common share band. SOLUTION: The subscriber line terminator that transmits polling information to terminals to dynamically assign a band, is provided with an in-buffer information amount reception section that receives an in-buffer information amount from the terminals, a deficient band calculation section that calculates a deficient band of each terminal, an in-buffer information amount utility assignment section that assigns an in-buffer information amount utility to each terminal, a history utility assignment section that assigns a history utility to each terminal on the basis of each 1st history of each terminal, a history update section that updates the 1st history of each terminal on the basis of the band dynamically assigned to each terminal, a common share band polling generating section that generates polling information denoting the assignment of each time slot to each terminal and a polling information transmission section that transmits polling information to the terminals.
