PROBLEM TO BE SOLVED: To provide a telecommunication system which is equipped with a preprocessing unit for preprocessing a voice signal sent from a terminal and further equipped with the mentioned terminal, an exchange coupled with the terminal, and a final processing unit coupled with the exchange and performing the final processing of the voice signal having been preprocessed. SOLUTION: Since two kinds of terminals, i.e., a new type terminal equipped with the preprocessing unit for cooperating with the final processing unit and an old type terminal which does not have the preprocessing unit are present after decentralization type voice recognition is introduced, the exchange should respond differently according to the terminal which requires switching. This problem can be solved by installing the preprocessing unit between the old type terminal and final processing unit, e.g. between old type terminal and the exchange, or in the exchange before the switching is carried out.
