PROBLEM TO BE SOLVED: To eliminate the need to provide a position detecting means such as a GPS and to automatically give an alarm at the time of an accident only by a ride on a vehicle together with a portable telephone set. SOLUTION: An on-vehicle device is mounted on an automobile and when a passenger who carries a portable telephone set of a W-CDMA system rides on the automobile, a short-distance radio connection is made by the bluetooth standard to establish a link with the portable telephone. If a shock is applied to the automobile, the on-vehicle device detects accident occurrence and makes the portable telephone set dial a specific notification number. Once a mobile station side detects the dialing, a distance measurement signal is sent to the portable telephone set through base stations 2a to 2c to measure the distance, so that the coordinates are found. An accident information center 6 receives notice of the accident occurrence and refers to a map database according to position coordinate information to estimate the accident site. It is made ready that the component police office 7a and firehouse 7b can be informed and a telephone call can be made by transfer. A proper department can speedily grasp the accident state to take emergency actions.
