PROBLEM TO BE SOLVED: To provide a planar rare-gas fluorescent lamp having a relatively simple constitution, where the thickness of a dielectric barrier layer can be nearly constant and thin, without impairing the mechanical strength of an envelope. SOLUTION: This lamp is provided with a first member 1, having a light- transmitting flat portion, a second member 3 having a plate portion as a dielectric barrier layer, where the thickness of main part thereof is nearly uniform, a third member 5 in a frame shape, and a base member 9 having a flat portion. A rare gas is fed into an interior space 6 of an envelope comprised of the first member 1, the second member 3, and/or the base member 9 and the third member 5. Along with this, luminous layers 2, 4 are formed on a desired portions contacting with the interior space 6, and a plurality of electrodes 10 to 15 comprised of conducting members are embedded, being separated each other between the second member 3 and the base member 9.
