PROBLEM TO BE SOLVED: To enhance detection accuracy of a motion vector by adding a correction value to the motion vector so as to limit a retrieval of a desired motion vector within a reference screen picture for the detection of the desired motion vector in the case of detecting a motion vector at edges of the reference screen picture. SOLUTION: The correlation between a coding block on an original screen picture and secondary object blocks of the same area as that of the coding block in existence in a retrieval area on a reference screen picture temporally different from an original image is obtained. An object block with the highest correlation is selected and its displacement is obtained as a primary motion vector to detect a relation of position between the motion vector/ corresponding object block and the reference screen picture and to discriminate whether or not the retrieval area/object block is placed inward more than a border of the reference screen picture. When part of the retrieval area/object block is placed at the outside of the border, after correcting the position of the primary motion vector with a prescribed correction value so that the retrieval area/object block is included in the border of the reference screen picture, a secondary motion vector is detected by using the corrected motion vector and the correction quantity, and a desired motion vector is obtained by the primary motion vector, the correction amount and the secondary motion vector. |
