PROBLEM TO BE SOLVED: To make difficult a picking by a burglar. SOLUTION: A member storing part 8 having an inner cam surface 14 crossed perpendicular to a key elongated hole 10 and pressed by the shielding side tip part 21 of a shutter 11 and first and second horizontal guide surfaces 16 and 17 for guiding the forward and backward movements of the shutter 11 is formed at a tip part 3, and the shutter 11 having, at the shielding side tip part 21, a regulation projection 21a for regulating the movement of a picking tool 40 is installed in the member storing part 8. The shutter 11 is moved forward and backward against the spring force of a spring member 13 incorporated into the member storing part 8 in association with a reciprocatively sliding element 12 at the rear end part thereof.
