PROBLEM TO BE SOLVED: To automatically generate a line selection table which makes it possible to select an optimum communication path without manually selecting and inputting the telephone number of an optimum repeater and to send the table to a repeater or communication terminal device. SOLUTION: This center communication device 100 generates and transmits an ACR table for a repeater for a repeating communication system which sends data through the repeater where a plurality of communication lines are connected. Data including the telephone number of the repeater and the numbers or addresses of the communication lines connected to the repeater are inputted by using an operation part 105 (steps S11, S115, and S117 in Fig. 5) and a main control part 101 generates and transmits the ACR table based upon the input data to the repeater (steps S132 and S135 in Fig. 6). When a repeater or communication terminal included in the repeating communication system is added, changed, or remove, a line selection table is generated on the basis of information of such modifications and sent to the repeater or communication terminal device.
