PROBLEM TO BE SOLVED: To provide a program receiver and transmitter that can prompt viewers to view prescribed program information by providing a proper service corresponding to a display state of the prescribed program information to the viewers. SOLUTION: A transmitter 31 transmits program information and a program identifier to identify the program information and a program reception section 11 of the program receiver 10 receives them and a program display section 12 displays the program information. Then a display monitor section 14 monitors a program display state history that is a history of a display state of the program information. A display state history storage section 15 stores the program display state history monitored by the display monitor section 14 with the program identifier. A condition matching discrimination section 23 discriminates whether or not display state history information stored in the display state history storage section 15 agrees with a service permission condition stored in a permission condition storage section 22 and a service provision section 24 generates prescribed service information to be provided to viewers when in matching.
