PROBLEM TO BE SOLVED: To prevent a spray valve from being erroneously operated when normally operated in a shut-off system of a water curtain spraying water of a condenser. SOLUTION: A tube group 11, boiler starting piping 14, and a water curtain spray tube 16 are arranged in a condenser body 10. The piping 14 has a turbine bypass system 14a, a water separating system 14b and a main vapor warming system 4c. In this case, control valves 22, 23 and 24 are provided. A controller 1 opens a water curtain spray valve 21 when a generator load is up to 25% when started, and sprays water from nozzles 17 of the tube 16 through a normally open motor-operated shut-off valve 2 to cool fluids of the systems 14a, 14b and 14c. When the valve 21 is erroneously operated during a normal operation and opened, the controller 1 detects the erroneous operation according to detection signals of pressure detectors 3, 4, 5 and 6 and shuts off the valve 21. Thus, a damage of the tube group due to the water is prevented.
