A fused sulfur S is stored outside the solid electrolyte tube 5 as a positive electrode active material. On an outer periphery surface of the solid electrolyte tube 5, a high- resistance layer 12 composed of a fibrous or a granular insulating material is formed, so that the bottom is thicker than the side part, and a felt-like conductive material 13 is arranged on the lower part of the high-resistance layer formed on the bottom.
