PROBLEM TO BE SOLVED: To provide an SCF capable of making a detection level error generated by the phase shift between an input signal fin and a sampling frequency fs smaller without increasing the number Nc of the stage of a capacitor. SOLUTION: A frequency dividing phase control circuit 92 counts the prescribed number of the outputs of a high frequency signal generating part 91, outputs a rectangular wave per every 1/fs and outputs a sampling signal fs. The phase of the sampling signal fs is shifted intentionally by temporarily increasing/reducing the number of counting in the circuit 92, a detection holding circuit 7 detects the phase relation between an input fin showing the maximum of an SCF output and a sampling signal fs, and the circuit 92 is controlled so as to maintain the phase relation.
