PROBLEM TO BE SOLVED: To provide a composition for treatment for imparting hydrophilic property capable of forming a film excellent in continuation of the hydrophilic property, water solubility resistance, close adhesion, and corrosion resistance, and a treating method for imparting hydrophilic property to a heat exchanger by using the same. SOLUTION: This composition for treatment for imparting hydrophilic property contains a water-dispersible silica (A), a water soluble or water dispersible organic polymer resin (B), and a crosslinking agent (C), and a weight ratio of solid contents, i.e., the water-dispersible silica (A)/the water soluble or water dispersible organic polymer resin (B) is in the range of 60/40 to 90/10, and an average roughness Ra at the center line of a coated film surface coated on a smooth glass plate at a dried film thickness of 0.1μm is not greater than 0.3μm. The surface of an aluminum heat exchanger fin material is coated therewith.
