PROBLEM TO BE SOLVED: To perform effective mutual conversion of signals of different specifications and to transmit these signals. SOLUTION: A 1st signal interface means 2 conducts transmission/reception interfacing of signals SA of a 1st series, and a 2nd signal interface means 3 conducts transmission/reception interfacing of signals SB of a 2nd series. A higher hierarchy conversion means 11 performs conversion of hierarchical levels down to the lower ones, so as to eliminate the difference of forms between signals SA and SB of 1st and 2nd series and generates the lower hierarchical signals Cd. A higher hierarchy conversion means 12 conducts conversion of signals Cd up to the higher hierarchical levels corresponding to the 1st or 2nd series and generates higher hierarchical signals Cu. A loop-back means 13 executes loop back on the signals Cd to the corresponding means 12, so as to perform the mutual conversion between the signals SA and SB of 1st and 2nd series respectively.
