A deflecting tool and a method to use a deflecting tool (12) in conjunction with a drilling or milling operation. The tool includes a plug (630) constructed from a millable or drillable material located intermediate the uphole and downhole ends of the tool (12). In the preferred embodiment, the plug (630) extends from proximate the uphole end of the tool towards the downhole end of the tool. Preferably, the deflecting tool (12) includes an inclined guide surface (30) which guides the milling or drilling tool (34), and the plug (630) substantially fills the volume that is at least partially defined by the inclined guide surface (30). Thus, the plug preferably completes the outer cylindrical shape of the deflecting tool (12). The plug (630) serves to ensure that at least substantially the entire face of the milling or drilling tool (34) is in contact with a millable or drillable surface throughout the length of the milling or drilling operation.
