A method of approving an electronic transaction wherein, a subject entity approves a financial transaction (1), makes an entry into its subject accounting database (Subject database), creates an electronic transaction to effect such financial transaction, digitally signs it using a private key, and transmits (3) the electronic transaction to an oversight entity, the oversight entity receives the electronic transaction and verifies the origin and digital signature thereon, checks for any applicable rules or limits that might be violated by the proposed transaction, makes a corresponding entry into its oversight accounting database (Related Database & Rules), and completes the digital signing process using a private key, where the subject entity's signature is not valid to effect the financial transaction without such completion.
