The inventive device for maintaining a constant pivoting force comprises a cylindrical element (17) which can be prestressed and into which a bearing journal can be introduced. An annular spring (20) can also be mounted on the cylindrical element and can exert an additional friction torque on the bearing journal through the cylindrical element. The friction torque acts radially almost simultaneously on the bearing journal since the latter is entirely surrounded by the cylindrical element.
