PROBLEM TO BE SOLVED: To provide a cooling device and method of a hot steel strip for stably cooling even a steel strip to which tension is not applied on a run out table after the steel strip is delivered from the final finishing mill till the strip reaches a coiler. SOLUTION: A pair of pinch rolls 9, 9 are arranged on the run out table 3 where the steel stip 13 is conveyed on plural rotating roller tables 10, a cooling device 5 or 6 is installed before or before and behind this pair of pinch rolls and, when the strip delivered from the rolling mill is passed through the pinch rolls, tension is rapidly exerted and cooling is started.
