<p>PROBLEM TO BE SOLVED: To provide a scratch card which causes no deterioration of the quality of a pattern and is not subjected to restrictions as to a design and which can prevent unjust use. SOLUTION: A printed data layer 12 is provided on a base 11 and a scratch layer 13 is formed so that it covers up the printed data layer 12.
