PROBLEM TO BE SOLVED: To decide whether shock applied to a vehicle is caused by a collision or a bad road. SOLUTION: When a head-on collision is assumed (S104) based on floor G from a floor sensor mounted in the vicinity of a center console of a vehicle, an average value of time integrated values VL, VR of front G from left and right front sensors mounted on left and right front sides of the vehicle and a time integrated value VG of floor G are compared in size, and when the time integrated value VG of floor G is smaller, shock is decided to be caused by the head-on collision (S110), and when the time integrated value VG of floor G is larger, shock is decided to be caused by the bad road (S112). The decision is based on the fact that front G rises earlier than floor G and the value is larger when shock applied to the vehicle is caused by the head-on collision, and floor G and front G rise substantially simultaneously and the value of floor G is larger when shock is caused by the bad road.
