PROBLEM TO BE SOLVED: To provide a method of utilizing the tobacco fine-particle powder occurring, when products in the tobacco-processing industry are produced through the operation process of collecting the tobacco fine-particle powder, and provide an apparatus for utilizing the tobacco fine-particle powder occurring when the commodities in the tobacco-processing industry in a reasonable cost. SOLUTION: The tobacco fine-particle powder collected is coagulated or extruded into the particles with a relatively large size. This apparatus is equipped with a coagulator for the tobacco powder, particularly a coagulator of a press coagulation type.
