PROBLEM TO BE SOLVED: To fit a binding element removably to a cover by only inserting it between lock parts provided on both sides of the cover, to enable operations of binding papers to and removing them from both sides of the cover, and to dispense with a bending operation. SOLUTION: The binding element is a strip-shaped body 1 made of synthetic resin and having flexibility. Projections 4 which can be engaged with fixing parts provided on the cover side of a file or the like are provided at least on one of the front and rear side parts 2 and 3 of the strip-shaped body except intermediate parts 1a thereof, which have a length of about a half of the body, so that they are positioned on both of the left and right sides of the intermediate parts. The projections 4 are so formed that the outside surface portions 4a thereof facing the fore end 1a side of the strip-shaped body 1 are slants of an obtuse angle and that the inside surface portions 4b opposite to the portions 4a are slants of an acute angle.
