PROBLEM TO BE SOLVED: To allow food residue to be used for stock feed by dissolving such a problem that the food residue can not be used for stock feed because the food residue becomes rotten by means of the conventional tank type fermentation treating device and, therefore, the use of the food residue is confined to fertilizer or soil conditioner. SOLUTION: The food residue discharged from school lunch, etc., is entered into a tank type fermentation treatment device together with fermentation bacteria, fermented for 1 to 2 day, after removing moisture, discharged from the fermentation treatment device and, thereafter, sterilized or deprived of moisture by a high temperature sterilizer and, thus, can be used for the stock feed.
