PROBLEM TO BE SOLVED: To solve a problem that stowage of a transport product in a ship is decided by an experienced worker in consideration of a complicated operational rule and operational restraints, that it takes time to form a schedule even with an experience of the experienced worker, that it is hard to quantitatively estimate the planned schedule and that it is hard to improve planning precision. SOLUTION: A so-called 'combinational explosion' is principally restrained by reducing the number of constraint to treat by mathematical programming by separating complicated constraint into the constraint to be solved by the mathematical programming by sufficiently examining them and constraint possible to solve otherwise by treating before and after the mathematical programming.
