When determining whether forwarding a packetized data associated with two different applications exceeds threshold traffic level of second priority, the packetized data associated with first application is forwarded first. After forwarding the first application, the second application is forwarded, depending on the comparison made between applications. The first priority represents a lower level of quality of service (QOS) than the second priority. The packetized data are received from both the applications associated with a subscriber, and at least a threshold traffic level associated with the subscriber is provided. Depending on received packetized data, the data is forwarded by the applications having desired second priority. A best effort service that does not guarantee timely delivery by packetized data is used for forwarding packetized data at first priority. The packetized data includes information with at least one protocol includes information with at least one protocol selected from set of protocols including transmission control protocol (TCP), an internet protocol (IP), an user deltagram protocol (UDP), a real time transport protocol (RTP), a real time streaming protocol (RSTP) and a reservation protocol (RSVP).
