PROBLEM TO BE SOLVED: To prevent the damage of a fuel assembly and the tools in handling by detecting the sorts and directions of various tools installed on a cask and used for putting in and out fuel in handling new MOX fuel and eliminating an installation error. SOLUTION: In installing each tool for equipment and materials for handling the new MOX fuel, a positioning tool A installed on a cask is provided with a plurality of sensors 6 for detecting the sorts and directions of various tools for putting in and out the fuel, while sensor parts detected by the sensors 6 are respectively provided on the tool side such as a new MOX fuel handling device installed on the positioning tool, a fixing bolt removing tool and an unlashing tool, and the sorts and directions of the various tools are detected by a combination of the on/off state of the sensors 6.
