PROBLEM TO BE SOLVED: To provide inexpensive artificial satellite service which can establish a communication line not affected by an artificial building, a plant, etc., between a moving body and a fixed station in a building surrounded by tall towers and efficiently perform satellite broadcasting, mobile satellite communication, inter-satellite communication, earth observation, etc., by using the communication line, and constitute a system with a smaller number of artificial satellites. SOLUTION: Six orbit elements 7, 8, 9, 10, 11, and 12 of artificial satellites at reference time t are determined, elliptic orbits corresponding to the six orbit elements are combined in plurality, and one satellite is properly arranged on each orbit, so that satellite communication or satellite broadcasting is performed by the constituted group of the artificial satellites.
