摘要 PROBLEM TO BE SOLVED: To simplify constitution of circuits, to reduce the cost and also to prevent picture quality from being degraded when→the picture of a video signal to is displayed on a fixed pixel display device like a liquid crystal display. SOLUTION: A clock generating circuit 4 generates clocks CK1 having a frequency in which the number of pixels of the horizontal direction of a fixed pixel display device 11 and the number of scanning lines of an input video image signal and the frame frequency of the video image signal are multiplied. Pixels of the horizontal direction are matched with pixels of the horizontal direction of the display device 11 by allowing the input video signal to be digitized with these clocks CK1 and the pixel transformation of the horizontal direction becomes to be performed by the A/D conversion. Since the pixel transformation of the horizontal direction is performed by the A/D conversion in this manner, it may be permitted to perform only the pixel transformation of a vertical direction with an interpolation filter 20. As a result, the filter of the pixel transformation of the horizontal direction becomes unnecessary and the number of components is reduced, power consumption is reduced and the reducing of cost is attained and also since the pixel transformation of the horizontal direction is not performed with the interpolation filter, the processed video signal becomes to be faithful to an original signal and the degradation of picture quality is reduced.
