PROBLEM TO BE SOLVED: To optimize the catalyst content and suppress the fluctuation of the catalyst content in a catalyst layer formed on the electrode plate of fuel cell in order to provide a fuel cell having a good battery characteristics and a long life. SOLUTION: A catalyst layer 1, which contains platinum of 0.001 g/cm3 or more and less than 0.60 g/cm3, and of which catalyst layer average thickness is 3 μm or more and less than 160 μm, and a layer thickness fluctuation is less than ±60% to the average thickness, is applied to the electrode plate by a spray method.
