PROBLEM TO BE SOLVED: To prevent the fluctuation of speed in reeling up a plate shape material. SOLUTION: The reeling device comprises a reeling core of non-circular cross section, a roller of which center position of rotation is fixed, a shifting means which shifts the center position of the above reeling core in the prescribed plane, a rotation driving means which rotates the above reeling core around the center position of the reeling core, a controller which simultaneously controls the above shifting means and the above rotation driving means so as to shift the center position of the reeling core periodically at the surrounding place of the above roller in accordance with the rotation of the reeling core in order to reduce the fluctuation of the reeling speed.
