PROBLEM TO BE SOLVED: To output a binary signal that holds a prescribed temporal mean value regardless of the fluctuation in the temporal mean value of an input signal and has excellent symmetry compared with the conventional practice. SOLUTION: This circuit has a comparator which outputs a signal having a 1st level when the input signal is larger than a reference signal and having a 2nd level when the input signal is smaller than the reference signal, a charge pump circuit which compares the temporal mean value of an output signal with the prescribed temporal mean value and outputs current of magnitude corresponding to the difference between the temporal mean value of the output signal and the prescribed temporal mean value, and a capacitor which outputs a charging voltage that increases or decreases in accordance with a temporally integrated current value by the charge pump circuit to the comparator.
