PROBLEM TO BE SOLVED: To provide a real-time processible band division voice compression encode device for reducing an operation amount for the auditory sense psychological analysis and adaptive information amount allocation. SOLUTION: An audible frequency count means 5 counts the number of frequency components sensible by human auditory sense in the frequency components of an input voice signal, and an operation interval selection means 9 selects an operation interval of a masking threshold operation according to the number of frequency components counted by the audible frequency count means 5, and a masking threshold operation means 6 operates according to the selected operation interval, and an interpolation means 7 interpolates the part thinned out in the masking threshold operation means 6 so that the operation amount is reduced.
