PROBLEM TO BE SOLVED: To provide a developer carrier capable of stably achieving developer electrifying characteristic even in the case of long-term use, and to provide an image forming device to which the developer carrier is attached. SOLUTION: This developer carrier forms a visible image by supplying developer to the surface of an image forming body while coming into contact with or coming closer to the image forming body in a state where it carries the developer on its surface and forms a developer thin film. The outermost surface layer of the developer carrier is a resin covering layer incorporating conductive particulates and/or semiconductive particulates, and the developer electrifying performance of the surface of the developer carrier after printing 10,000 sheets has <=10% fluctuation rate to that at the initial stage of printing. Then, the image forming device to which the developer carrier is attached is provided. |
