PROBLEM TO BE SOLVED: To provide a ball bearing device preventing a fitting face from being abraded by circumferentially deviating an outer ring relative to a housing even when a rotation load is generated in the outer ring of the ball bearing and to provide a submersible mechanical stirring and aerating device using the ball bearing device as a bearing of a motor rotary shaft. SOLUTION: This ball bearing device is so formed that the inner ring 2 of the ball bearing 4 is rotated and the outer ring 3 is fixed to the housing 6 by clearance fit. A sleeve 7 having the width dimension larger than the outer ring 3 is fixed to the outer ring 3 by shrinkage fit and the outer face of the sleeve 7 is fixed to the housing 6 by the clearance fit. This submersible mechanical stirring and aerating device uses the ball bearing device as a bearing of the motor rotary shaft.
