TRAFFIC MANAGEMENT SYSTEM

PROBLEM TO BE SOLVED: To provide a traffic management system which can solve the service quality problem of a packet system. SOLUTION: A peak rate shaper is combined with a weighted fair queuing scheduler which presents the service quality guarantee to connection of many users. For instance, a front end peak rate shaper is combined with a weighted fair queuing scheduler which presents the peak rate shaping and the average band width to connection of many users. Furthermore, a back end peak rate shaper is combined with a weighted fair queuing which assures that a packet is transmitted at a data transfer rate larger than the average downlink/uplink band width.
