PROBLEM TO BE SOLVED: To provide a device and control method for image transmission capable of adding a transmission header at transmitting, by decoding and encoding only one stripe of beginning of an image, when a transmitting image is encoded into JBIG codes and stored in a memory, by adding and encoding all of white lines to the beginning of the image, based on an adding condition of the transmission header created and then added at transmitting, and by using SDRST as the ending code of the beginning stripe. SOLUTION: In this control method of image transmission, at encoding of the image data into a JBIG code and storing the encoded image data, in the case of adding condition of the transmission header adding the prescribed information as the transmission header to the image data is 'to be added to the outside of the image' ('YES' in S703), the white lines of which the amount is equal to the sub-scanning length of the transmission header, which should be added at the beginning of the image data are added to the image data and encoded (S704).
