PROBLEM TO BE SOLVED: To raise combustibility of emulsion fuel by reforming the emulsion fuel. SOLUTION: A portion of the emulsion fuel directed from piping 14 is combusted by a burner 18. The remaining emulsion fuel is injected to a reforming chamber 10 through nozzles 20, 22 following the combustion gas from piping 16 to generate heat of reaction by the combustion of a portion of the emulsion fuel. Petroleum liquid fuel in the remaining emulsion fuel is reacted on water using the energy of the heat of reaction. Subsequently, the remaining emulsion fuel is gasified, reformed into a fuel containing hydrogen and carbon monoxide, and then the reformed fuel is combusted in a combustion chamber 12.
