PROBLEM TO BE SOLVED: To guarantee complete transmissive (error-free) transmission of data even when there is no physical layer frame on a physical layer. SOLUTION: This device is provided with a scrambler 15 for scrambling a payload containing the packet of a high-order layer synchronously with a universal data link frame, a header generating part 10 for generating a header to be added to the payload and a frame constituting means 16 for constituting the universal data link frame by adding the header to the scrambled payload.
