摘要 <p>PROBLEM TO BE SOLVED: To provide a moving picture coder and a moving picture coding method by which a coding parameter is set in response to a scene of a moving picture to be coded and the code quantity is efficiently distributed suitably for the contents of the scene so as to generate an easy to see picture that is visually put in order. SOLUTION: An optimum coding parameter to each scene is decided on the basis of a feature quantity calculated by an image feature quantity calculation section 31 in a 1st path so as to efficiently distribute the code quantity. First a motion of an object and a camera parameter are estimated on the basis of the feature quantity of the image and a coding parameter for each scene is calculated on the basis of the result. The image quality can be enhanced by increasing the frame rate for a scene where the motion of the object is fast so as to avoid the motion from being unnatural and by selecting a small quantization width for a macro block easier to cause a noise. In the 2nd path, a coding section codes a received moving picture signal 100 by using a frame rate and a bit rate 134 for each calculated scene.</p>
