METHOD FOR DECODING MOVING PICTURE SIGNAL

PROBLEM TO BE SOLVED: To provide a method for decoding a moving picture signal by which a bit stream can temporally and correctly be decoded in the unit of sub frames even after missing of part of the bit stream takes place or after the occurrence of an error and deterioration in the quality of a decoded image can be reduced even when decoding a sub frame including a picture with motion is temporally disabled. SOLUTION: Coding information by one frame corresponding to a spatially hierarchical structure consisting of frames, sub frames and blocks adds a temporal sub frame number SFNT and a spatial sub-frame number SFNS to a sub- frame identifier SFSC to temporally correctly decode a sub-frame just after a sub-frame receiving an error even on the occurrence of the error. Furthermore, arranging the sub-frame identifier SFSC to a bit stream at a prescribed interval can spatially reduce a sub-frame including a block hard of coding because of existence of a temporal motion and the deterioration in the quality of a decoded image can be reduced even when decoding of the sub-frame is disabled.
