PROBLEM TO BE SOLVED: To resolve the problem that communication abnormality occurs to disable FAX communication because procedures different from conventional communication procedures are adopted for communication between FAX terminals dealing with the V.34 modulation system and cannot be coped with by an efficient voice codec dealing with the conventional communication procedures. SOLUTION: A decoding part of a FAX dealing with voice CODEC 5 is provided with an ANSam signal detector 10 which detects an ANSam as a discrimination signal of a FAX terminal corresponding to the V.34 modulation system, and a voice decoder 21 is muted in accordance with the detection result of the ANSam signal not to transmit a CM signal which is a response signal to the ANSam signal outputted from a calling terminal. Thus a responding terminal can recognize that the terminal of the other party is not a FAX terminal dealing with the V.34 modulation system, and communication is switched to that according with the conventional procedures.
